Receiving the aircraft and avionics modification

The aircraft type was chosen to replace the MiG-21F-13 in the Finnish inventory. The choice was primarily a political one, as the replacement had to be of Soviet manufacture for political reasons. The Soviet Union also offered the MiG-23MS, but it was considered to be too heavy and too expensive. Another possibility would have been the Su-20, but it was an attack aircraft and not suitable for a fighter role. With the operating experience from the Mig-21F-13 in memory, the transition was expected to be an easy one, and that expectation was met.
The first two aircraft were delivered in September 1978 and the balance of the 20 during the summer of 1980. After the first two were received, one was made the prototype for the westernizing of the avionics suite. Practically no item of the original avionics would remain in place. The modification work for the series was initiated in the summer of 1981. Unlike in the case of the MiG-21F-13, all maintenance and repair work was carried out in Finland. Finland purchased 6 additional examples of the type. The first set of three aircraft was received in February 1985 and the second set of three in April 1986.

MGBT recce version

As you remember from MiG-21F-13 article another user of MiGs was Reconnaissance Squadron. As its aircraft were aging the MiG-21BIS was chosen as a replacement and recce version was developed. The recce version was modified to carry improved electronic warfare equipment and electronic warfare pods and camera pod, but lacked radar. In total 6 units were modified.

Fighter Squadron 31 of Karelian Air Command
Hävittäjälentolaivue 31 of Karjalan Lennosto
This was the main unit operating with MiG-21BIS from Rissala base. It received one of the initial aircraft in 1978 and operated with it gaining experience. When the main series of aircraft were received 1980 the old F-13 version aircraft were given to Reconnaissance Squadron.

The unit operated also with recce version of MiG-21F from Luonetjärvi base until 1986. The unit started to receive BIS versions in year 1984 for development of recce version (MGBT).  In total 6 aircraft were modified. The prototype was finished 1985, series of 4 aircraft summer 1988 and last February 1989. Operations with MGBT started 1987. The unit was disbanded in 1996 and aircraft were returned to Fighter Squadron 31.

Flight Test Center
Koelentue
This unit had typically single BIS aircraft from the begin (the second aircraft received went to this unit) until autumn 1997. One aircraft was equipped with data gathering and recording system for test flights from February 1988 on.

Removal from active service
Aircraft was replaced by F-18 Hornets starting from 1995 and last flight being
1998.
