Hi, horizontal speed is measured in knots in all areas of aviation.
Sector files can be downloaded from division websites, division websites can be found by looking on the main Vatsim website, using the right hand side menu and browsing to the appropiate area.
An observer simply watches the radar and can listen into an ATC frequency and monitor what is going on, an observer has no control over aircraft at all.
